The more than 10 year-old Heart of Illinois Regional Port Authority is working to develop its first bricks and mortar port facility. By law the six county district is capable of issuing bonds, that is acting as a conduit for business financing. The Port Authority has done some of that to stay afloat as its worked to sew together several different deals. The current port development effort is moving forward in Tazewell County. But its landlord, the Heartland Partnership, is having its own financial challenges and is also re-organizing.
