The Heartland Partnership disagrees with some of the recommendations from outside economic consultant Frank Knott. Knott’s reports say the Heartland Partnership’s Economic Development Council lacks effective structure and recommends moving the Economic Development District now housed there. Heartland Board of Directors chair Mark Spenny says they oppose the move: “And we’ve simply said based upon a little bit more research the Heartland Partnership staff did, talking to some of the economic development officials around the country, they said well just because it’s the most common practice doesn’t necessarily mean it’s the best practice,” Spenny says.
Heartland Partnerships officials say some grant applications are more appropriate in an environment that’s confidential as opposed to a totally public sector organization. Spenny also says improving transparency is one issue for the organization going forward. He says the Heartland Partnership and EDC staff need to be included more in the crafting of a new economic development strategy. Heartland Partnership is also reportedly facing financial challenges. Sources say major corporate donors have pulled their funding.
