The City of East Peoria did some clean-up work Tuesday over what has been a heated controversy. The City Council unanimously approved a second reading of a separation agreement with former Chief Ed Papis. The vote marks charged discussion from the public and city officials that started over a question of racial profiling and has included the chief’s early retirement.
