A bill requiring an Illinois panel to evaluate the state's bilingual education programs is now law. Governor Pat Quinn signed legislation Thursday mandating the Illinois Advisory Council on Bilingual Education examine bilingual programs and their success. "We have almost two million students, right now, boys and girls in grammer school and high school. And about 10 percent of them, English is not their first language,” says Quinn.
The Illinois State Board of Education says there are more than 180,000 students in Illinois whose first language isn't English. The council which was first created in 1992 must present a report to lawmakers and state education officials by the start of next year.
